It is the exact instant when the Sun crosses the celestial equator—the imaginary line in the sky above Earth’s equator. When this happens, the Earth's rotational axis is neither tilted away from nor toward the Sun. If it passes, countries in the European Union will have to decide to observe permanent summer time after Sunday, March 31, 2019, or switch back to standard time one last time on Sunday, October 27, 2019.
